TheShanghaiCooperationOrganization
TheShanghaiCooperationOrganization(SCO)isapermanentintergovernmentalinternationalorganization,thecreationofwhichwasannouncedonJune15,2001inShanghai(China)bytheRepublicofKazakhstan,thePeople’sRepublicofChina,theKyrgyzRepublic,theRussianFederation,theRepublicofTajikistan,andtheRepublicofUzbekistan.ItwasprecededbytheShanghaiFivemechanism.
TheShanghaiCooperationOrganizationCharterwassignedduringtheSt.PetersburgSCOHeadsofStatemeetinginJune2002,andenteredintoforceonSeptember19,2003.Thisisthefundamentalstatutorydocumentwhichoutlinestheorganization’sgoalsandprinciples,aswellasitsstructureandcoreactivities.
ThehistoricalmeetingoftheHeadsofStateCounciloftheShanghaiCooperationOrganizationwasheldon8–9June,2017inAstana.OnthemeetingthestatusofafullmemberoftheOrganizationwasgrantedtotheRepublicofIndiaandtheIslamicRepublicofPakistan.
TheSCO’smaingoalsareasfollows:strengtheningmutualtrustandneighborlinessamongthememberstates;promotingtheireffectivecooperationinpolitics,trade,theeconomy,research,technologyandculture,aswellasineducation,energy,transport,tourism,environmentalprotection,andotherareas;makingjointeffortstomaintainandensurepeace,securityandstabilityintheregion;andmovingtowardstheestablishmentofademocratic,fairandrationalnewinternationalpoliticalandeconomicorder.ProceedingfromtheShanghaiSpirit,theSCOpursuesitsinternalpolicybasedontheprinciplesofmutualtrust,mutualbenefit,equality,mutualconsultations,respectforculturaldiversity,andadesireforcommondevelopment,whileitsexternalpolicyisconductedinaccordancewiththeprinciplesofnon-alignment,non-targetinganythirdcountry,andopenness.TheHeadsofStateCouncil(HSC)isthesupremedecision-makingbodyintheSCO.Itmeetsonceayearandadoptsdecisionsandguidelinesonallimportantmattersoftheorganization.TheSCOHeadsofGovernmentCouncil(HGC)meetsonceayeartodiscusstheorganization’smultilateralcooperationstrategyandpriorityareas,toresolvecurrentimportanteconomicandothercooperationissues,andalsotoapprovetheorganization’sannualbudget.TheSCO’sofficiallanguagesareRussianandChinese.
