当今世界,一个国家的竞争力归根结底体现在其创新能力,这已经成为
发达国家和新兴国家的共识。随着科技创新在经济社会发展中的支撑和引领
作用日益增强,世界各国纷纷加大科技投入,竞相抢占科技制高点,全球创
新竞争呈现新格局,“谁牵住了科技创新这个‘牛鼻子’,谁走好了科技创新
这步先手棋,谁就能占领先机、赢得优势”。党的十八大以来,以习近平同
志为核心的党中央始终把科技创新摆在优先发展的战略地位和核心位置,对
科技创新提出一系列新思想、新论断、新要求,也为增强国家竞争力指明了
方向。
目前,我国科研经费投入位居全球第二,全社会研发经费支出从 2013年
的 1.18万亿元增长到 2020年的 2.4万亿元,基础研究经费从 2013年的 555
亿元增长到 2020年的 1504亿元。随着科研经费投入的提高,我国科技创新
捷报频传,重大成果竞相涌现:“天问一号”成功登陆火星、“嫦娥五号”完
成月球采样任务,中国人已经昂首阔步迈进空间站时代,同时还产生了“墨
子号”、 500米口径球面射电望远镜( FAST)、超级计算机等多项处于
领先水平的科技成果。尽管如此,我国仍然面临很多“卡脖子”的关键技术
问题,特别是在芯片、高端发动机、新材料、数控机床、生物医药和医疗设
备、工业软件等领域受国外制衡,一些关键零部件、关键装备严重依赖国外
供应商,“卡脖子”攻坚战已迫在眉睫。
企业作为国家技术创新的主体,是解决“卡脖子”难题的重要载体。只
有打牢科技创新型企业的根基,集中力量攻克“卡脖子”问题,才能健全产
业链、供应链,使我国在激烈的国际竞争中掌握主动权。上市公司作为行业
内的优质企业,是我国企业群体中的优秀代表和中坚力量,其创新投入及竞
争力的变化基本能够反映出行业的总体情况。此外,相较于其他企业,上市
企业运营管理更加规范,企业数据的披露更加真实、准确和完整,因此,本
报告选取我国 A股上市公司作为研究对象,遴选出其中具竞争力的企业作
为创新型企业的代表,通过分析其盈利能力、创新能力和竞争能力等各方面
的表现,反映我国优质科技型企业的发展状况。本报告整体上分为 6个章节:
第 1章为引言部分,主要介绍国内外科技创新背景、本报告的研究内容和研
究方法,以及数据来源;第 2章以遴选的科技竞争力强的 300家上市企业
