作者简介刘作奎，历史学博士，中国社会科学院欧洲研究所中东欧研究室主任、副研究员，中国国际问题研究基金会研究员，中国社科院地区安全研究中心研究员。德国曼海姆大学、日本青山学院大学访问学者，多次访问中东欧国家。中国欧洲一体化史分会理事、副秘书长，中国中东欧研究分会副秘书长。在《世界经济与政治》、《欧洲研究》、《世界历史》、《国际问题研究》、《西亚非洲》等核心刊物发表中英文学术论文40多篇。主持国家社科基金项目（2014）、中国社科院重大项目（2009）以及其他省部级课题多项。研究专长：政治学、社会学、历史学研究方向：欧洲研究（中东欧问题、中欧关系、巴尔干问题）、社会调查统计与分析、发达国家电子治理（虚拟治理）。
