In 2014, the digital publication outputvalue reached 338.77 billion Yuan. This year, the first year of an era of theresource pool, the digital transformation and upgrading of central culturalenterprises has been supported by policies. Besides, the Guiding Opinions on Promoting the Digitization,Transformation, and Upgrading of the Press and Publication Industry wasformally released in this year, and the “golden period” of fiscal policy,funding support, guidance for the digital transformation and upgrading ofcultural enterprises truly arrived.
In 2015, the digital publication output valuereached 440.385 billion Yuan. This year is the first year of knowledge service.The knowledge service project led by the former Department of DigitalPublishing of the State Administration of Press, Publication, Radio, Film andTelevision of The People’s Republic of China, which was officially launched.Policy support, standard development, and the collection of pilot entities werefully conducted, a total of 8 group standards and the first batch of 28 pilotentities of knowledge service models were established. This year is the firstyear of ISLI international standards. ISLI was formally established as aninternational standard, prompting China to achieve a breakthrough in the fieldof international information and document identifier standards. This year isthe first year of industry-level operation platforms and the third step oftransformation and upgrading of central cultural enterprises — guiding andsupporting cultural enterprises to establish and improve industry-level digitalcontent operation platform policies. This year is also the first year ofpublication integrated development, and the Guiding Opinions on Promoting theIntegration of Traditional Publishing and Emerging Publishing has been formallyannounced, which has pointed out the direction and clarified the path forpromoting the extension of traditional publishing influence to cyberspace. Inthis year, the second batch of one hundred national digital publishingtransformation demonstration units are announced, which has established benchmarksdemonstration for publishing industry.
In 2016, the digital publication outputvalue reached 572.085 billion Yuan.This year is the first year of the title ofdigital publishing. After five years of preparation, the nation’s first titleof digital publishing, the sequence of title of digital editing, was releasedand implemented by the former Beijing State Administration of Press,Publication, Radio, Film and Television of The People’s Republic of China. Thisyear is the first year of “AR publications”, according

to incomplete statistics, at least 87 kindsof AR books were published in this year, an increase of 480% compared to 2015.This year is also the first year of the construction of a new think tank forpress and publication. A new type of think tank represented by a think-tank ledthe establishment and growth of think tanks in the fields of construction,agriculture, education, and other specialized publishing fields. This year isthe first year of key laboratories in the news publishing industry. The specialfund for the development of cultural industries has been released for the firsttime in this year. And the support model of “major projects market-orientedresources allocation” were firstly initiated, which has strengthened thedecisive role of the market in resource allocation, and put forward higher andmore strict standards and more stringent requirements for cultural enterprises.
Entering a new era in 2017, digitalpublishing is moving from high-speed growth to high-quality development.Several major projects of the “13th Five-Year Plan for the Development ofPress, Publication, Radio, Film and Television” are being launched andimplemented. The achievements of digital transformation and upgrading areoutstanding, and the regulation of fiscal policies is more scientific andreasonable. The construction of high quality think tanks in press andpublication have entered a large-scale stage, and the mechanisms have becomemore sound. In short, digital publishing is one of the new driving force forpublishing new engines and the development of the digital economy with splendidachievements and magnificent shining points.
In May 2017, the Notice on Deepening theDigital Transformation and Upgrading of the Press and Publication Industry wasformally released and two major objectives were established:①To promotepress and publication enterprises to accelerate the completion of digitaltransformation and upgrading. ②To initially establish an industry service system for supporting thedigital transformation and upgrading of the press and publication industry. Atthe same time, during the 13th International Cultural Industries Fair inShenzhen, the “Exhibition on the Achievements of Digital Transformation andUpgrading of the Press and Publication Industry” jointly sponsored by 18central news agencies and nearly 20 local social organizations was held, whichcomprehensively demonstrated the achievements of reform and development of thepress and publication industry in China in recent years. It presents new trendsin the digital transformation and upgrading of the press and publishingindustry, disseminates and popularizes new ideas and models of integratedmedia.
In July 2017, the Annual Report on China’sDigital Publishing Industry from 2016 to

2017 was released at the 7th China DigitalPublishing Expo. The report shows that the income of digital publishing in 2016was 572.085 billion Yuan, an increase of 29.9% than 2015, and it is stillgrowing at high speed. Digital publishing in a new era, is being transformedfrom high speed to high quality with improving quality and enhancing efficiencyas the final goal of the transformation and upgrading of press and publicationindustry.
In 2017, forward-looking science andtechnology represented by Augmented Reality(AR), Virtual Simulation, andArtificial Intelligence(AI) continued to act on the news and publishingindustry, and moved in the direction of “higher quality, better efficiency, andmore sustainability” on the road of “publishing technology”. The applicationof artificial intelligence in the news publishing industry has become a newtopic and a new task in the digital transformation and upgrading of press andpublication.
In October 2017, the deserved 13thFive-Year Development Plan for the Development of Press, Publication, Radio,Film and Television was finally released to the public.
In 2018, the second batch of CNONIXnational standards application demonstration units was announced, a total of 29publishers were shortlisted. The third batch of “fifty five” knowledge servicemodel pilot units were also released. In addition, the second China Press andPublication Think Tank Summit Forum was successfully held in Guilin in June27-29.
