In2008，theglobalfinancialcrisissweptthroughtheworld.AfteranalyzinghistoricaleventssuchastheGreatDepressionin1930'sintheUS，theeconomicstagnationinJapanduringthe1990's，andtheAsianfinancial！crisis，thisreportliststhepoliciesadoptedbyvariousgovernmentsinresponsetothesecrises.Aftercomprehensiveanalysisofthesepolicies，especiallythefiscalonesemployedbyvariousgovernmentsinhistory,weconcludethatthecurrentglobalfinancialcrisisdidnotfundamentallyaltertheprimarytrendofecononlicgrowthinChina.However,thiscrisisdoesposechallengesinboththevirtualeconomyandtherealeconomy.Inaddition，thisreportnotesthattheeconomicdownturninducedbyexternalturmoilhasuncoveredseveralinternalproblemsinChineseeconomy.Excessivedependenceonexportsandtheexport-orientedindustrialstructurenecessarilyresultinexcessproductioncapacityoncetheexternalconsumptiondemandinEuropeandtheNorthAmericacontracts.Atthesametime，thedomesticincomeinequalityandthelackofasophisticatedsystemofsocialsecurityandotherfactorspreventthedomesticconsumptiondemandfromoffsettingthedecreaseinexternaldemand.Consequently,theexcessproductioncapacityisleftunutilized.Therefore，webelievethatpoliciesthatrestructuretheindustrialcompositionandtheincomedistribution，policiesthatshiftthewayhowtheeconomygrow,andpoliciesthatenhancethedomesticconsumptiondemandaretheimportantwaystodefendtheChineseeconomyagainstlargefluctuations.
