This Specification is formulated to guide the construction management of electric power engineering for passenger-freight railway (hereinafter referred to as "the railway electric power engineering") ,unify the construction technical standards and ensure the construction quality. This Specification is applicable to construction of railway electric power engineering. The railway electric power engineering must be constructed strictly in accordance with approved design documents. Dynamic management shall be implemented based on specific arcumstances. It shall execute the Management Methods for Design Alteration o f Railway Construction Projects (TJS [2012] No. 253) if alterations are required. Main equipment and materials adopted in the electric power engineering shall conform to relevant existing standards,access regulations and design requirements issued by the State,industry and CHINA RAILWAY, The contractor shall promote the use of new technologies,processes,equipment,materials as well as the use of mechanized construction techniques to improve construction management and construction technology. The contractor must comply with quality acceptance standards and safety rules specified by the State or by the railway industry,the contractor shall still establish a comprehensive quality and safety assurance system,and on the basis of this Specification,develop appropriate construction organization design,technological management specifications for construction,operation processes of construction and safety measures for construction so as to ensure construction quality and safety. After completion of each construction procedure, appropriate detection method shall be implemented in order to inspect construction quality, and make good records. A thorough integrated detection for construction quality shall be carried out after completion,and the detection results shall be incorporated into the as-built documents. Based on the general plan of construction organization of railway development,projects of the railway electric power system construction shall,with the premise of ensuring project quality, save energy,reduce material consumption and increase overall economic benefit from project construction. The contractor shall actively improve construction conditions, reduce labor intensity of workers,comply with relevant national labor protection laws and ensure workers' health. In construction of railway electric power, environmental protection and OHSMS shall be followed throughout each and every stage of construction,from project commencement to completion During construction,original data and information shall be collected whenever possible and construction records well kept,Upon project completion, individual and comprehensive technical summary on construction shall be worked out according to the nature of project construction to form completion documents,which shall be submitted in time. Testing of electrical equipment for railway electric power engineering shall comply with relevant provisions in Handing over Test Standards for Electric Equipment of Electric Facilities Installation (GB 50150). The construction of railway electric power engineering shall comply with either this Specification or the provisions of relevant existing national,industry and CHINA RAILWAY standards.
