“任贤必治，任不肖必乱”是千古不易的规律。历史证明，所用之人贤德与否关系到君主的正邪劳逸，民风的善恶厚薄，国家的治乱兴衰。中国自上古时期就开始了选贤的实践，形成了观贤、用贤、尊贤、赏贤、让贤、远佞等机制，特别是察举制和科举制，对中国历史进程产生了重要影响。中国现行的人才选拔制度所坚持的“德才兼备，以德为先”原则，以及其中的选拔、晋升、考核、监察、问责等机制，无不汲取了古代选贤任能的智慧，是对贤能政治的继承和发展。
