作者简介：
谭术魁，华中科技大学公共管理学院副院长，教授，博士生导师。同时担任自然科学申请项目同行评议专家，社会科学申请项目同行评议专家，社会科学项目成果通讯鉴定专家，博士硕士授权点通讯评议专家，博士评选通讯评议专家，博士定期评估通讯评议专家，哲学社会科学研究重大课题攻关项目评审专家，人文社会科学重点研究基地重大项目通讯评议专家，人文社会科学研究一般项目通讯评议专家。主要研究领域为土地管理，房地产管理，住房政策。担任博学21世纪工程管理系列教材（16部）编，21世纪项目管理系列规划教材编委，主编教材6部（含普通高等教育“十一五”级规划教材1部），出版专著2部，在省级以上刊物公开发表学术125篇。研究成果被有关学者公开发表引用318次，被会议交流引用41次，并被71篇博士、545篇硕士引用。主持完成的社会科学项目粮食主产区耕地撂荒问题揭示及其规避研究被哲学社会科学规划办公室以成果要报形式呈送、委员等党和人参阅。
