OnJuly4,1776,theSecondContinentalCongressissuedaunanimousdeclaration:thethirteenNorthAmericancolonieswouldbethethirteenUnitedStatesofAmerica,freeandindependentofGreatBritain.DraftedbyThomasJefferson,theDeclarationsetforththetermsofanewformofgovernmentwiththefollowingwords:"WeholdtheseTruthstobeself-evident,thatallmenarecreatedequal,thattheyareendowedwithcertainunalienableRights,thatamongtheseareLife,Liberty,andthePursuitofHappiness."

Framedin1787andineffectsinceMarch1789,theConstitutionoftheUnitedStatesofAmericafulfilledthepromiseoftheDeclarationbyestablishingarepublicanformofgovernmentwithseparateexecutive,legislative,andjudicialbranches.Thefirsttenamendments,knownastheBillofRights,becamepartoftheConstitutiononDecember15,1791.Amongtherightsguaranteedbytheseamendmentsarefreedomofspeech,freedomofthepress,freedomofreligion,andtherighttotrialbyjury.Writtensothatitcouldbeadaptedtoendureforyearstocome,theConstitutionhasbeenamendedonlyseventeentimessince1791andhaslastedlongerthananyotherwrittenformofgovernment.
