whetherdomesticallyproducedorimportedaresafe,NationalAuthoritiesarerequiredtoestablisharegulatoryprogrammethateffectivelycontrolstheuseofpesticidesandveterinarydrugsinfoods.
InthePeople'sRepublicofChina,theestablishmentandimplementationofthisregulatoryprogrammeisbydomesticlegislationthatsometimestakesintoconsiderationrequirementsofimportingcountries.Theenforcementoftheplanisbyadministrativeorders.TheMinistryofAgriculture（MOA）isresponsibleforthesurveillanceofresiduesinanimalsandfood.GeneralAdministrationofQualitySupervision,InspectionandQuarantinethePeople'sRepublicofChina（AQSIQ）isresponsibleforthesurveillanceofresiduesinimportedandexportedfoods.AQSIQisresponsibleforcontrollingandmeasuringresiduesinanimalproductsimportedandexported,settingupperformancecriteriafortestmethodsandstandardmethodsforresiduesandtoxicsubstancesonimportedandexportedproducts,designingaresiduesurveillanceprogrammeforimportandexportofanimalsandfoodproducts,andconductingpoint-of-entryinspectionandtestingoffoodproductsarrivinginChina.AQSIQandMOAhavesetupanalyticallaboratoriesthatarewellequippedwithmodemandsophisticatedanalyticalinstrumentstoprovidescientific/analyticalandtechnical
supportfortheenforcementofChina'sRegulatorystatutes.SAIQandMOAlaboratoriesmustalsousevalidatedanalyticalmethodsandmeetrequirementsforaccreditationtoaninternationalstandardsuchasISO/IEC-17025：2005.
