About the Author: CARLOS A. MAGARINOS is currently Director-General of UNIDO and Chairman of the United Nations High Level Committee on Programs. He was formerly Economic and Trade Representative of Argentina in the US and held the positions of Secretary of Industry and Mining, Under-Secretary of State for Industry and National Director of Foreign Trade in Argentina.
LONG YONGTU is currently China's Chief Trade Negotiator and Vice-Minister of Trade.
FRANCISCO C. SERCOVICH is currently Senior Policy Advisor to UNIDO's Director General. He has published several works on economic development and international development and technology flows.
