陆汉文，男，1971年生，湖北云梦人，历史学博士，社会学教授，博士生导师，华中师范大学减贫与乡村治理研究中心主任。先后毕业于兰州大学(1993年)、武汉大学(1996年)、华中师范大学(2002年)，2003年—2005年在中国人民大学社会学理论与方法研究中心从事博士后研究。担任(曾担任)联合国粮农组织(FAO)、靠前农业发展基金(IFAD)、靠前美慈组织(MercyCorps)等靠前组织咨询专家以及国务院扶贫办外资项目管理中心、中国靠前扶贫中心等靠前机构技术支持专家。主要从事乡村组织与减贫、中国农村扶贫开发政策研究。近几年主持“贫困农民的代际更替与脱贫机制研究”(教育部人文社科重点研究基地重大项目，2010年)、“社会企业与贫困村互助资金运作模式创新研究”(国家社科基金项目。2011年)、“汶川地震灾区贫困村恢复重建效果和贫困人口变化情况监测评估”(国务院扶贫办项目．2011年)、“组织化与汶川地震灾区贫困村恢复重建”(教育部人文社科基金规划项目。2009年)、“企业参与扶贫开发的体制机制创新研究”(国务院扶贫办项目，2009年)等项目的研究工作。黄承伟，男，1965年生。广西人，理学博士，研究员。现任中国靠前扶贫中心副主任。华中师范大学兼职教授，博士生导师。1991年起从事扶贫理论及实践研究和管理工作。主要研究领域包括优选贫困与反贫困、靠前减贫与发展合作、中国扶贫开发、大型综合外资扶贫项目管理等方面的理论与实践、政策与模式。先后担任靠前外数十个咨询项目的专家组组长或主要成员。主持、参与完成靠前合作研究项目四十余项，参与国家社科基金项目多项。在国家、省部级刊物发表学术论文80余篇，出版减贫与发展领域的专著、合著、编著等40余部，多次获省部级很好成果奖项。

《灾害应对与农村发展--灾害风险管理与减贫的理论及实践靠前研讨会论文集(英文版)》(作者黄承伟、陆汉文) is an intemational symposium on Theories and Practices of Disasr Risk Management and Poverty Reduction，which was held by UNDP on 14 April and 15 April，2011．From the core concepts such as natural disaster，risk，vulnerability，poverty and development etc．，these papers analyzed the mechanism and process of how natural disaster influenced on povey，and discussed how govemment，so organization，village and farmer household responded to disasters and their different behaviors in poverty reducfion and development，espely further discussed Wenchuan earthquake—stricken areas’revitalization，Yushu earthquake—stricken areas’restoration and reconstruction and the experience of intemational so disaster risk management etc．Through these papers，《灾害应对与农村发展--灾害风险管理与减贫的理论及实践靠前研讨会论文集(英文版)》stated the significance of incorporating disaster risk management in povey reduction work and its specific methods．
