张清敏，法学博士，北京大学国际关系学院外交学系教授兼系主任、博士生导师，长期教授和研究对外政策理论与中国对外政策、外交学理论与中国外交。在上述领域发表众多论著，代表作包括《美国对台军售政策研究：决策的视角》《对外政策分析》《改革开放40年中国外交》以及译著《总统人格：伍德罗·威尔逊的精神分析》《小集团思维：决策及其失败的心理学研究》和《全球化时代的外交：理论与实践》等。曾在亚、欧、美、大洋洲等十余所大学教授与中国外交有关的课程。
