内容摘要
本研究以澳大利亚昆士兰州肖尔沃特湾军事训练区为例分析其环境管理活动，评价澳大利亚军方已实施的ISO14001环境管理体系的效力：根据此环境管理体系各模块，引入ISO14031环境绩效评估标准，结合靠前应用普遍的环境指标、军事活动的特点和研究区域的环境特性等，建立环境效力评价模型和相应的指标体系，基于此从法律政策遵守情况、环境影响评估、环境意识教育、利益相关者参与等方面评价了研究区域环境管理体系的效力，并根据存在的不足提出了相应对策，为管理部门提供学术支持，用以指导未来的军事用海和环境管理活动。同时，设计指标体系打分表，邀请相关专家进行打分并进行分级筛选，得到了精简实用的指标体系，为今后的效力评价提供参考。相关研究成果得到了澳大利亚军方和利益相关者的肯定并被采纳，其中涉及的研究理论、评价方法和指标体系等可适当扩展至其它相关领域，为进一步深入研究提供借鉴和参考依据。
