进入21世纪以来，靠前合作关系正在发生深刻变革。随着中国等新兴经济体在优选经济和政治中的地位提升，西方难以像过去一样世界。靠前件援助正从美国欧洲等传统援助国扩大到新兴经济体等多元主体参与。中欧在非洲没有战略性的利益冲突，对非的事务是深化中欧战略合作伙伴关系的关键。三方合作应摒弃价值观之争，从战略对接到具体政策合作层递推进，从减贫和农业、公共卫生等争议较小、对优选治理意义重大的领域开始，由易而难，循序渐进。中欧对非事务合作既要有具体的有实操性的项目，也要有优选治理的伙伴对话，在合作中增进互信。本报告旨在介绍三方合作的新讨论和实践层面的进展，并通过对于案例的研讨谈论三方合作的不足和机遇并给出政策建议。
