澜沧县是全国唯一的拉祜族自治县，这片面积达8807平方公里的地域是云南省第二大县，但山区、半山区占了总面积的99.8%，几无耕地。尽管山民们辛苦劳作，但连勉强吃饱肚子都很艰难。拉祜族是一个因循古老传统的民族，山高水远、交通不便使这个民族与外界隔离相当远，也是贫困的根源。解放以后，政府尽了很大努力去改善拉祜人的生存环境和生活质量，近几年每一年都要搞一些移民安居工程，但相对于内地，拉祜人还是被远远甩在了时代的后面。尤其是教育方面，青壮年文盲率竟然高达10%。为了帮助拉祜族人从文化上觉醒，从根本上激活他们对自身求发展的渴望和潜能，进而加快他们脱贫的进程，澜沧举全县之力在县高级职业中学办起了两个拉祜族女子班，为100名面临辍学但品学兼优的拉祜族女孩免费实施初中教育，鉴于妇女在拉祜族社会中的特殊地位，他们称之为“母亲教育工程”。
