内容摘要
（1）Marketization of Finance
In 1979， the marketization reform of the financial system was star- ted in China. The objective of the reform was to establish modem fi- nancial system including the financial control and supervision system，financial organization system and the financial market system. Theprocess of the reform could be divided into four phases:
1. The starting phase （from 1979 to 1991 ） :in the 1980s， based onthe recovery and establishment of specialized banks in China， thePeoples Bank of China became the central bank of China in 1984 ，andthe financial macro-control was changed from direct administrative con-trol to the combination of direct control and indirect control. In themiddle of the 1980s， the inter-bank lending market was established andgradually grew to be the major player on the money market. The Shang-hai Stock Exchange and Shen Zhen Stock Exchange were establishedrespectively in December 1990 and July 1991.
2. The fast developing phase （from 1992 to 1996） :in October1992 ，the State Council decided to take out the securities supervisionfunction from the Peoples Bank of China to establish the China Securi-ties Regulatory Commission （CSRC） for unified supervision of the secu-rities market nationwide. In March 1995 ，the Law of the Peoples Bankof China was promulgated， which made clear the position of thePeoples Bank of China as the central bank of China. Great progresshas been made in the marketization of the interest rate. The PeoplesBank of China loosened the money market interest and the interest rateof national bond. Three policy banks， the China Development Bank， theAgricultural Development Bank of China and the Export-Import Bankof China， were established.
