内容摘要
中国大学改革自1993年来遵循集权化、自上而下的模式，被一些学者称为“集权的非集权化”或政府“远程控制”模式。本书的案例研究使用现象学访谈法，描述具体高校里改革政策（如合并、扩招与质量保障政策）的执行情况和自下而上、根植于具体情境的创新活动。现象学访谈法主张访谈对象是自身经历与经验的“专家，”因而适用于收集关于主体的经历看法等数据。本书的目的是展示高校里不同社会群体在自上而下政策环境不同经历与看法，为教育政策制定提供新的思路与依据。本书通过案例研究发现，高校教师、行政人员和学生具有较强的反思能力与“抗压性，”具有实用主义的态度，对于改革政策不是一味地接受而是积极地重新阐释、针对具体情况采取具体措施。另外本书案例研究还表明自下而上、根植于具体情境的创新活动较为普遍，有较强的生命力。因而本书对至上而下、集权化的政策制定模式提出一定的修订意见。
