모모In May 2018밃General Secretary Xi Jinping made it clear that promoting ecological civilization development is the fundamental strategy for the sustainabledevelopment of the Chinese nation in his speech at the National Conference on Ecological Civilization.In recent years밃with the implementation of ultra-low emissions in thermal power industry밃the steel industry has become thelargest source of pollutant emissions.In April 2019밃the Ministry of Ecologyand Environment and other four ministries jointly issued the Opinions on Promoting the Implementation of Ultra-low Emissions in Steel Irdustry밃puttingforward clearly the emission standards and time limit. 모모Pollutants emitted from steel industry vary greatly from thermal power industry in several aspects.First밃there are a large number of pollutant discharge ports.A steel plant with an annual output of 8 million tons has about 200 organized discharge ports.Second밃steel industry has a long process.A steel company has multiple processes such as coking밃sintering밃pelletizing밃iron-making밃and steelmaking밃hot-rolling밃cold-rolling.Third밃there are various pollutants.Pollutants not only include particulate matter밃sulfur dioxide밃nitrogen oxide but also VOC밃dioxin and heavy mental.Fourth밃unor-ganized governance is difficult because there are many unorganized emission points.Each steel company need to set thousands of unorganized emission points.Fifth밃the logistics volume is large.A company needs to transport 4-5 tons steel밃and it is difficult to transport steel by rail밃sea or other centralized modes of transport in some areas. 모모According to the steel industry ultra-low emission standards밃it is extremely difficult to achieve the entire process of ultra-low emissions.First밃it lacks mature technologies to treat flue gas.Second밃there are great gaps in environmental protection infrastructure밃environmental protection management level밃and the worker operation level among companies.Therefore밃it is a great challenge for every steel enterprise to realize ultra-low emission in the whole process.
