InthismajoradditiontotheliteratureonmodernJapanesedevelopment,BaiGaoemphasizestheroleofideasandideologyinindustrialpolicy,andexploreshowtheJapanesethemselvesperceivedtheissueofeconomicdevelopment.DuringtheGreatDepressionandWorldWarII,theideologyofdevelopmentalism-characterizedbyanationalisticperspective,aproductionorientation,andastrategicviewoftheeconomyincludingrestraintofmarketcompetitionandrejectionoftheprofitprinciple-emergedandstronglyinfluencedpolicyinnovationinJapanandinstitutionalreformsinitseconomy.LiberalcapitalisminthepostwarerademilitarizedtheJapaneseeconomy,andforceddevelopmentalismtoadapttodemocraticpoliticalinstitutionsandthefreetraderegime.Nevertheless,theeconomicprinciplesthatservedtocombattheGreatDepressionandsustaintotalwarduringtheperiod1931–45survived.Transformedfromamilitarytoatradestrategy,developmentalismbecamethebasicframeworkofJapaneseindustrialpolicy,facilitatingeconomicgrowthandthedevelopmentofmoderneconomicinstitutions.
