【作者简介】

　　李广辉，河南人，中国政法大学法学博士,广东汕头大学法学院教授，汕头大学地方政府发展研究所研究员，硕士生导师，曾参与完成国家社科研究课题、主持完成省部与厅局级研究课题20多项，独著或担任主编出版著作（含高校统编法学教材）10余部。

 

　　林泰松，广东人，中山大学法学博士，国信信扬律师事务所主任，高级合伙人，高级律师，曾在《法学评论》《广东律师》等刊物上发表文章100余篇。
