杨开峰，中国人民大学公共管理学院院长，教授、博士生导师，全国公共管理专业学位研究生教育指导委员会秘书长，美国国家行政科学院院士，《公共绩效与管理评论》(SSCI来源刊)和《公共管理与政策评论》主编，以及《公共行政评论》《靠前公共管理杂志》《公共人事管理》《公共管理与社会政策杂志》等靠前公共管理领域的知名期刊(均为SSCI来源刊)编委。长期从事公共管理领域的研究和教学工作，主要研究专长为国家治理、绩效管理、政府改革、公共组织等。著有《统筹施策——疫情之后的公共卫生之治》等中文著作，及《公共管理研究方法手册》《基于实践的绩效评估困际手册》等英文著作多部。
